Digital Compliance Moves from Cost Center to Strategic Enterprise Service

Digital innovation requires more than technological excellence. It also depends on compliance capabilities that can evolve at the same pace as the business. For an organization as complex as the Volkswagen Group, with its diverse brands, subsidiaries, and digital products, meeting regulatory requirements consistently across the enterprise presents a significant challenge. Regulations such as the GDPR, the EU AI Act, and the EU Data Act demand a coordinated, scalable approach.

To address this need, the Volkswagen Group, together with MHP, established the Digital Compliance Center as a centralized Compliance-as-a-Service model for managing digital compliance. The model standardizes processes, consolidates expertise, makes services reusable, and enables cross-brand governance of compliance activities. The result is greater transparency, lower operational complexity, improved cost efficiency, enhanced service quality, and reduced risk.

The Challenge

Decentralized Compliance Limits Scale, Transparency, and Cost Efficiency

Before the introduction of the DCC, compliance activities were spread across multiple entities and brands, resulting in fragmented operating models and inconsistent processes. Disconnected tools, duplicate data structures, and decentralized reporting frameworks increased costs and limited the auditability of end-to-end compliance processes. At the same time, regulatory pressure continued to rise with both established requirements such as the GDPR and emerging frameworks including the EU AI Act. These conditions created growing risks related to compliance, efficiency, scalability, and the reuse of services across brands and legal entities.

The Strategic Response

Turning Compliance into a Scalable Service

The Volkswagen Group responded by introducing a scalable enterprise model for digital compliance. At its core is a cloud-based SaaS platform built on OneTrust, providing centralized governance for compliance requirements while standardizing the orchestration of processes, workflows, and services across multiple brands and legal entities.

The model was designed with future expansion in mind. While initially developed to address specific regulatory needs, the approach can be extended to additional use cases, further legal entities, and other regulated industries without creating new special-purpose structures each time. Its structure creates a foundation for managing complex regulatory requirements in a consistent, efficient, and economically sustainable manner.

Pillar 1: One-Stop Compliance Services

The DCC provides standardized and scalable compliance services across the Group through a single operating framework. Strategy, tools, and service delivery are integrated into one coordinated model, creating an efficient compliance organization with clear operational control. 

Pillar 2: Scalable Shared Services with a Nearshore Core

Efficiency, cost optimization, and flexible capacity are achieved through a three-team structure supported by a 65% nearshore delivery share from the Cluj, Romania hub:

  • Compliance Experts (MHP Germany): Strategic development and enablement
  • Compliance Team (MHP Germany and Romania): Development and integration services
  • Service Team (MHP Romania): Ticket, request, and incident management 

Pillar 3: Technology-Enabled End-to-End Compliance 

The DCC combines configuration and development services on OneTrust with integrated workflows, test management, and automation solutions that continuously improve efficiency, transparency, and quality across the compliance lifecycle. 

Pillar 4: People Enablement

Training initiatives, awareness programs, knowledge management, and a central knowledge base help employees build the capabilities they need and foster a sustainable compliance culture across the organization.

Key Highlights

  • Second Place, Best of Consulting Award 2025 (Organization category)
  • 65% nearshore delivery ratio within a best-cost-country operating model  
  • More than 5,000 tickets successfully processed and resolved by the MHP Business Support Team Romania
  • Service agreement in place through December 2027, establishing the DCC as a financially self-sustaining provider of digital compliance services

Business Impact

The DCC translates regulatory requirements into an industrialized, manageable service that is standardized, transparent, auditable, and scalable. Standardized services reduce complexity for business functions while increasing implementation speed, service quality, and risk control across the Group. A dedicated Lean Group Tenant offers smaller subsidiaries access to a streamlined platform, allowing strategy, technology, and services to be managed within a common framework. This enables participating entities to leverage predefined compliance services without developing individual custom solutions.

The Global Delivery model, supported by nearshore capabilities in Romania, provides structural cost and capacity advantages while increasing transparency around operational effort and resource allocation. At the same time, business units are relieved of day-to-day compliance administration and can focus more fully on their core responsibilities.

As a result, compliance is no longer treated as an administrative obligation. It has become a strategic capability that supports the Volkswagen Group’s broader digital transformation agenda.

The DCC continues to evolve alongside changing regulatory demands. Its success provides a scalable model for wider use across the Group and a potential foundation for other regulated industries.

What began as a response to an increasingly complex regulatory landscape has developed into a scalable enterprise model with strategic value. By managing compliance efficiently, auditable, and in a reusable way, the Volkswagen Group creates the speed and assurance required for digital innovation.
